【摘要】:Situationsforwhichoutdoorsoundleveldataarerequiredinclude,butarenotlimitedto,comparisonofsoundlevelswithcriteriaorregulatorylimits.Thisguideprovidesinformationto(1)measureoutdoorsoundlevelinthevicinityofoutdoorfixednoisesources,and(2)documentotherobservationsnecessaryforthemeasurements.Thisguideprovidesastandardprocedureforatrainedacousticalprofessionalthatwillproduceresultsanddocumentationwhichareconsistentwiththepurposescitedin1.1.1-1.1.5.Thesesoundmeasurementsshouldbeperformedbyorunderthedirectionofapersonexperiencedinthemeasurementandanalysisofoutdoorsound,andwhoisfamiliarwiththeuseoftherequiredequipmentandtechniques.Thisguidecanbeusedbyindividuals,regulatoryagencies,orothersasameasurementguidetocollectdataonthesoundlevelreceivedfromafixedsourcewithintheconstraintscitedin8.1andAppendixX2.Thisguidecanbeusedtoestablishcomplianceornoncomplianceatthetime,distance,andconditionsduringwhichthedatawereobtained.However,thisguideisonlyameasurementprocedureanddoesnotaddresstheproblemofprojectingtheacquireddataoutsidethoseconditions,othertimesofday,otherdistances,orcomparisonwithspecificcriteria.Inparticular,foragivensoundsourcelevel,distantnoiselevelswilloftenbefoundtobegreateratnightthanduringtheday.1.1Thisguidecoversthemeasurementofoutdoorsoundduetoafixedsoundsourcesuchasasiren,stationarypump,powerplant,ormusicamphitheater.Procedurescharacterizethelocation,soundlevel,spectralcontent,andtemporalcharacteristicsofthatsoundsourceatthetimeofmeasurement.Usersshouldbeawarethatwindandtemperaturegradientscancausesignificantvariationsinsoundlevelsbeyond300m(1000ft).Withappropriatecaution,theuseofmeasurementsresultingfromthisguideincludebutarenotlimitedto:1.1.1Assessingcompliancewithapplicableregulations,1.1.2Monitoringtheeffectivenessofanoisereductionplan,1.1.3Verifyingtheeffectivenessofmeasuresformitigationofnoiseimpact,1.1.4Validatingsoundpredictionmodels,and1.1.5Obtainingsourcedataforuseinsoundpredictionmodels.1.2ThisguidemaybeusedaccordingtoGuideE1779andspecifiedinthemeasurementplan.1.2.1Thisguidecanalsobeusedtoconductmeasurementswithoutaplanprovidedanoperator/observerwhosequalificationsaresatisfactorytoboththeperformingorganizationandtheuseroftheresultsispresentatalltimesduringthemeasurementsandwhocomplieswiththeapplicablerequirementsofthisguide,includingrecordkeeping.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
